  I. Current Status of the Phosphate Market

  (1) Phosphates

  After years of strategic planning and adjustments to the product mix, China’s phosphate industry has gradually established a rational layout: primary products—yellow phosphorus and phosphoric acid—are concentrated near raw-material sources, while coastal regions focus on developing phosphorus-based derivatives and high-value fine-phosphate chemicals. Today, 94% of China’s yellow-phosphorus production capacity is located in energy-rich, low-energy-cost provinces such as Yunnan, Guizhou, Sichuan, and Hubei, ensuring low production costs for yellow phosphorus and providing strong support for the country’s extensive phosphate industry.

  China has now become one of the world’s largest phosphate-producing countries, having established a complete industrial system that spans from mine extraction and basic raw-material production to the manufacture of various commonly used inorganic phosphates. Significant progress and technological advancements have also been made in the production of fine phosphate products and organophosphorus compounds. China’s phosphate products generally suffice domestic demand and are even exported; key foundational and core phosphate products—such as yellow phosphorus, industrial-grade phosphoric acid, food- and industrial-grade sodium tripolyphosphate, feed-grade dicalcium phosphate, and industrial-grade sodium phosphate—have consistently ranked among the top two exporters in global trade. As a result, Chinese phosphate products hold a pivotal position in international trade, boasting distinct advantages in both product quality and cost-effectiveness.

  In recent years, spurred by foreign investors, China has witnessed a trend of phosphate enterprises engaging in indiscriminate capacity expansion. For instance, Yunnan Nanphos Group has put into operation an initial 50,000-ton-per-year facility for industrial sodium tripolyphosphate, while Sichuan Tianyuan Co., Ltd. is progressively expanding its sodium tripolyphosphate capacity from the current 40,000 tons to 200,000 tons. Chongqing Chuandong Chemical Group also plans to increase its capacity, and most enterprises in eastern China have likewise undertaken capacity expansions. However, as these firms have expanded their production capacity on a large scale, domestic market demand has not kept pace. Consequently, the surplus products have had no choice but to seek outlets in overseas markets. In 2006, among China’s major phosphate products, phosphoric acid exports

  580,000 tonnes, up 25% from the same period in 2005; sodium tripolyphosphate exports totaled approximately 500,000 tonnes, a 12% increase year on year.

  The phosphate industry exhibits pronounced cyclical characteristics. In China, the sector as a whole suffers from overcapacity, particularly in primary products—mainly industrial-grade phosphates—where supply significantly exceeds demand, making intense competition inevitable. The current export outlook for phosphates is more cause for concern than optimism, given the strategic importance of yellow phosphorus, the industry’s principal raw material. As the domestic phosphate industry continues to restructure, future corporate development will increasingly shift toward higher value-added products.

  (2) Food-grade phosphates

  Food-grade phosphates primarily function as nutritional fortifiers and quality-improving agents. Common types of edible phosphates include sodium phosphate, potassium phosphate, and calcium phosphate, which are widely used in the dairy processing, food preservation, brewing, fermentation, and beverage industries. The largest market for sodium phosphate is meat, poultry, and seafood, with sodium tripolyphosphate as the main product. The second-largest market is baked goods, where sodium phosphate serves as a leavening agent in frozen and refrigerated doughs, frozen pre-baked pastries, premixes, and yeast-based products. Sodium acid pyrophosphate and sodium aluminum phosphate are the two principal sodium phosphate products in this market. Sodium phosphate is also used in dairy products and related applications.

  The global market for food-grade phosphates is valued at approximately US$500 million and is growing at an annual rate of 2%. In recent years, research and development of phosphate-based food additives in China have been particularly vigorous. In 2002, the country’s installed production capacity for food-grade phosphates reached 50,000 tonnes per year, with actual annual output around 30,000 tonnes. A total of 11 varieties of food-grade phosphates are currently in use; however, there remains a considerable gap compared with developed countries. It is thus evident that the domestic market for food-grade phosphates holds substantial growth potential.

  By 2008, both the domestic and global macroeconomic environments had undergone significant changes, and the phosphate chemical industry experienced substantial volatility. From January to September 2008, buoyed by strong market conditions in the sector, prices for phosphate rock and phosphate chemical products surged. However, as the global financial crisis continued to spread in September, industry sentiment deteriorated rapidly, leading to a sharp decline in demand for phosphate chemicals both domestically and internationally. Affected by shrinking exports and weak domestic demand, phosphate companies have generally been operating at a subdued pace in recent months.

  At present, operating rates at major domestic phosphate-producing regions such as Yunnan, Guizhou, and Hubei are generally low, primarily due to sluggish demand in both domestic and international markets; overcapacity is the root cause. The scarcity of phosphate resources makes it difficult for companies to relinquish this lucrative market segment, and with industry profitability steadily improving, progress in phasing out outdated capacity has been hampered. A wait-and-see attitude and a reliance on luck continue to prevail among many firms. As a result, latent production capacity can be brought online at any time, leading to the current tepid and inconclusive market situation.

  With the continuous development of the phosphate industry, high-value-added products will become the focus of national policy-driven development. Currently, the state has raised the approval threshold for the production of industrial-grade phosphate products, thereby guiding the industry toward greater sophistication and higher value-added outcomes.
